The Energy Retail Association

Client
The Energy Retail Association (ERA), formed in 2003, represents the major electricity and gas suppliers in the domestic market in Great Britain.

Objective

Four Public Affairs were appointed in 2007 to lobby the government for the inclusion of Smart Meters – a new generation of metering technology transforming the relationship between consumers and energy use – in the Energy Bill 2008.

Solution

An extensive engagement programme with Ministers, front bench spokespersons and key MPs was organised to build an extensive network of supporters and proactive platforms including parliamentary events, party conference fringe events, a demonstration of Smart Metering to MPs were used to raise awareness of the campaign. PQs, EDMs and amendments to the bill were drafted and tabled at strategic points during the bill’s passage.

A “Look Smart” coalition was launched - coordinated between the ERA, energywatch and Utility Week and drawing a wide variety of stakeholders into the campaign at a successful event in the House of Commons in October 2007.

Four Public Affairs worked with other divisions in the Four Communications Group to provide collateral and creative materials, including briefing paper, a consultation response, and a consumer focused animated graphic, as well as the publication of the ‘Smart Comment’ newsletter to supportive MPs in the coalition.

Relationships were built with key journalists around the issue of smart meters and media monitoring ensured a rapid response to news stories.


Result

After a year long parliamentary, stakeholder and media campaign the government amended the bill to mandate the use of Smart Meters in May 2008.
